A congressional investigation has revealed evidence that China is utilizing artificial intelligence (AI) to steal American technology and personal data. The House Judiciary Committee issued this warning after several countries raised concerns about China’s tech theft. In response, lawmakers are urging the tech industry to be vigilant.
This is not a new concern for U.S. officials, as cyberespionage and theft by China have been ongoing issues. However, Rep. Darrell Issa emphasized the need to prepare for a future where powerful supercomputers use AI to predict and undermine adversaries. He specifically mentioned China’s use of AI to steal intellectual property and deny real inventors their rights.
The Judiciary Committee’s investigation sought input from former American intelligence officials, including former CIA officer William C. Hannas. Hannas testified that China’s tech transfer programs, which began in 1956, have become more dangerous with the advancements in AI. He warned that China will likely use stolen AI to enhance their cyber exploits and pose a threat to U.S. and allied security.
These concerns have led to increased collaboration among America and its allies. FBI Director Christopher A. Wray hosted intelligence directors from Australia, Britain, Canada, and New Zealand to discuss the threat of Chinese tech theft. Wray stated that the Chinese Communist Party intends to use stolen AI technology to bolster its hacking efforts.
Lawmakers worry that China’s AI capabilities will enable them to conduct sophisticated intrusions into federal departments, military bases, and businesses in the U.S. Rep. Hank Johnson noted China’s use of AI-powered drones, AI-generated propaganda, and theft of AI technology from U.S. companies.
However, China’s alleged targets are not limited to the tech sector. Rep. Jerrold Nadler mentioned that China is actively collecting Americans’ data through commercial data brokers, apps like TikTok, and medical diagnostic platforms.
To address these concerns, former CIA officer Hannas recommended the establishment of a National Science and Technology Analysis Center outside the intelligence community. This center would be responsible for forecasting, analyzing, and mitigating foreign threats to U.S. science and technology.
Overall, as China’s AI capabilities continue to advance, American policymakers are seeking ways to protect against the theft of valuable technology and personal data.
