North Korean leader Kim Jong-un has called for a significant increase in nuclear weapons production and for his country to take a larger role in a coalition of nations opposing the United States in a “new Cold War,” according to state media. The Korean Central News Agency reported that Kim made these remarks during a two-day session of the country’s parliament, which amended the constitution to include his policy of expanding the nuclear weapons program. This session followed Kim’s recent visit to Russia, where he met with Russian President Vladimir Putin and visited military and technology sites. Western concerns were raised about a potential arms alliance between North Korea and Russia, fueling the war in Ukraine in exchange for economic aid and advanced Russian technologies to enhance North Korea’s nuclear and missile systems.

As North Korea gradually lifts its pandemic lockdown, Kim has been strengthening partnerships with Moscow and Beijing in an effort to break out of diplomatic isolation and join forces against the United States. He has referred to the world as entering a “new Cold War” and believes that North Korea should advance its nuclear capabilities in response. Kim’s comments come at a time of heightened tensions on the Korean Peninsula, with North Korea test-firing over 100 missiles since the start of the year and the United States expanding its military exercises with its Asian allies.

During the parliament session, a new clause was added to the constitution with unanimous approval, ensuring the country’s right to existence, development, and regional and global peace by rapidly developing nuclear weapons. This makes North Korea’s “nuclear force-building policy” a permanent law that cannot be defied. Kim emphasized the need to exponentially increase the production of nuclear weapons and diversify the means of nuclear strikes. He pointed to the growing threat posed by the United States and its military cooperation with South Korea and Japan, accusing them of creating an “Asian version of NATO” and being the root cause of war and aggression.

Kim urged his diplomats to further promote solidarity with nations standing against the US and the West’s strategy for hegemony. This move by North Korea signifies a significant escalation in tensions and reinforces its determination to establish itself as a nuclear power.

Last year, the assembly passed a new nuclear doctrine into law that authorizes pre-emptive nuclear strikes if North Korea’s leadership is perceived as under threat.
